Manufacturing is one controlled stage inside the portfolio system. It turns an approved formulation into a repeatable batch with records that follow it to release.

When an outside laboratory is required, the sample leaves our process and returns as a documented result.
Why outside testing
The purpose is distance between the work and the result. We should not be the only party reading our own work.

Two of the six stages happen where we have no control over the result. That is the point of them.
